Introduction

The Malaysian Aviation Commission (MAVCOM) is a statutory body based in Malaysia, responsible for regulating the economic aspects of the civil aviation industry. The commission oversees consumer protection, aviation infrastructure development and industry governance across Malaysian airspace and airports.

MAVCOM’s regulatory responsibilities span airline service standards, airport operations, fare oversight and passenger rights protection across the Malaysian aviation sector. The commission required a bilingual annual report to communicate its oversight achievements and regulatory impact to both Bahasa Malaysia and English-speaking stakeholders across government, industry and the public.

Art direction and aviation-themed design

The art direction developed an aviation-inspired visual language using graphic elements and a colour palette that conveys authority and forward momentum. The design concept reflected the commission’s role in advancing Malaysia’s aviation sector through regulatory oversight, planning and consumer protection initiatives. Aviation imagery was integrated with corporate design elements to create a distinctive visual identity for the publication.

Graphic elements drawn from flight paths, air routes and terminal architecture provided visual interest across section openers and chapter transitions. The design held the institutional tone expected of government publications while keeping the report readable for general audiences and industry alike.

Copywriting and bilingual content development

The writing team developed annual report copywriting covering regulatory performance, consumer protection initiatives and aviation infrastructure contributions across all major report sections. Each section maintained a tone suited to government reporting while communicating the commission’s work clearly. Content was structured to address the information needs of regulators, airline operators, airport managers and consumer advocacy groups.

Bahasa Malaysia translation was coordinated to deliver equivalent content quality across both language versions of the annual report.
